AJMAN, UAE — The Ministry of Human Resources and Emiratisation (MoHRE) has officially revoked the operating licence of Oud Al Reem Agency for Domestic Worker Services, a recruitment office based in Ajman.
The enforcement action, confirmed today, follows a series of governance audits and field inspections that uncovered violations of the UAE’s Domestic Workers Law and its executive regulations.

Why the Agency was Shut Down

The decision to strip the agency of its license was not taken lightly.

According to the Ministry, the revocation followed confirmed breaches identified through two main channels:

  • Field inspections: MoHRE compliance teams uncovered irregularities during routine governance checks carried out earlier this year.
  • Public complaints: The Ministry’s complaints system recorded repeated concerns about the agency’s conduct, which were then escalated for review.

While specific violations were not publicly detailed, MoHRE said the move reflects its “uncompromising stance” toward any recruitment office found to be undermining the rights of workers or employers. Officials familiar with the process describe the action as part of a broader effort to restore confidence in the sector.

Immediate Orders for Owners

The revocation places immediate legal obligations on the owners of Oud Al Reem Agency. MoHRE confirmed it is coordinating with local authorities in Ajman to complete the administrative closure.

The owners have been ordered to:

  • Settle fines: Clear all financial penalties imposed following confirmation of the violations.
  • Regularize workers: Urgently correct the status of all domestic workers currently sponsored by the agency, ensuring their legal and contractual rights are protected throughout the transition.

“These measures are essential to protect the contractual rights of employers, workers, and compliant businesses alike,” a Ministry spokesperson said.

A Year of Strict Enforcement

The closure of the Ajman-based agency mirrors a wider enforcement drive across the domestic labour market in 2025. According to MoHRE data, scrutiny of recruitment offices has intensified over the past year.

H1 2025 Enforcement Snapshot:

  • 37 domestic worker recruitment offices penalized
  • 107 total violations recorded in the first half of the year

Officials say the campaign supports the integration of the sector with the federal Work Bundle and Zero Bureaucracy initiatives, with an emphasis on stronger governance and consistent standards of humanitarian care.

How to Report Violations

MoHRE continues to urge the public to report recruitment agencies that charge illegal fees, withhold passports or documents, or breach employment contracts — issues that surface frequently in complaint records.

  • Call Center: 600 590 000
  • Mobile App: File reports through the Services section of the MoHRE UAE app
