Categories Eligible for Free Parking Permits
International City residents
Residents of units without internal or private parking in International City are eligible for a one-year free residential permit.
Conditions: one permit per unit and one vehicle per permit. Applicants must provide vehicle details and either a DEWA premises number (owners) or a valid Ejari (tenants). Paid parking in International City began on Feb 1, 2026; eligible residents must register to avoid charges.
Discovery Gardens households
Selected clusters in Discovery Gardens qualified for one free permit per household where no private parking exists. Additional vehicles require a paid subscription or membership with Parkin.
Emirati residents and GCC nationals
UAE nationals living in Dubai receive free permits for up to one year, with the ability to link up to five vehicles. GCC nationals living in Dubai may get one year free for up to two vehicles. Free parking is usually valid within a 500-metre radius of the registered residence.
Senior Emiratis
Seniors registered as Emirati nationals qualify for three years of free parking in paid public zones A–D. Up to five vehicles can be linked to the permit.
People of Determination (PoD) — three permit types
- Permanent PoD permit: Free across Dubai, valid for three years, up to five linked vehicles. Applicants need a PoD card from the Ministry of Community Development, a Sanad card from the Community Development Authority, or a recent medical report.
- Temporary PoD permit: Valid up to four months; similar vehicle linking rules and documentation.
- PoD tourist permit: Up to 60 days of free designated parking for visitors with disabilities. Required documents include a passport with an entry stamp, a photo and a certified medical report or a home-country disability card.
Special medical/treatment cases
Patients receiving ongoing medical treatment at recognised Dubai facilities can apply for temporary free parking linked to the treatment period. Applicants must submit a certified medical report (typically dated within the last three months) and proof of Dubai residency, work or study.

Application Process: Dubai Parking Permit
- Go to the official Parkin portal and open Individual Services. (You can also use the RTA app or DubaiNow, where available.)
- Choose the relevant permit category and click Apply Now.
- Sign in with UAE Pass for auto-filled details, or proceed as a guest.
- Upload required documents and enter vehicle plate numbers.
- Review and submit. Expect approval via SMS or email, usually within three working days.
- Once approved, the permit is linked digitally to the vehicle plate. No sticker is required.
